when it was like the present system of only the well-to-do owning cars. Let

Nothing at all is wrong with making auto insurance affordable by everyone.
What's wrong is your plan. You have shown no impirical evidence that the net
cost of auto insurance will go down for everyone. All your plan does is more
the premium collector from the insurance agencies themselves to gas stations.
It makes no sense at all when you consider that fact of how easy it would be
for people near Delaware's borders (which is most people) can easily drive
a few miles to a websiteas station in a neighborhing state to buy gas cheaper
and thus evade paying their fair share of auto insurance. It also penalizes
good drivers who drive a lot at the expense of bad drivers who drive little.
It also penalizes truck drivers and others who must drive heavy vehicles for
their livelihood and let's not even talk about taxi drivers.
In fact, your plan is so full of holes, I cannot justify reading this thread
any longer. Its silly to spend time filling a bucket with water when the
bucket leaks so badly.
